Build every land mark building because why not, they are great anyway.Unlike minor settlements, losing a well developed province capital can hurt you a lot so they need some extra defense.
The elves does have some issue with public order since their settlement main building does not provide PO, you'll need a PO building in every province instead. For other capital which you'll conquer along the way, get the public order and the wall first. Then get the blue building of your choice.
Capital: Lothern follow the same rule, you should also demolish the barrack in Lothern and build it in the tower of Lysan when you have money and time to afford it. After all settlement in the region are maxed out, demolish all but one growth building (so you troop can replenish when they are passing through) in the whole region and add whatever you like. In general, I rarely build wall and prefer retake/recolonize if those settlement are lost. Red buildings should be built in these minor settlement since they only need level 3 to maxed out, leaving more slots in your capital for higher tier building. Add a wall if you think that settlement is vulnerable to attack, note that in Vortex campaign, if you think your power base settlements are safe, you are in for a big surprise. HE has very good trade income, plus their tech require certain resource, so they should be grabbed early.
